Job Description:

Under the line management of the WASH Officer, the WASH Assistant will assist the programme in implementation of its WASH components including: water supply, water treatment, vector control, hygiene promotion, environmental health activities, distributions and sanitation in Syria.

Specific responsibilities:

 To reduce the health risks to people affected by emergency / disaster conditions by providing or rehabilitating water and sanitation systems and promoting good hygiene practices

 Identify, assess, and respond to WASH (water, sanitation, and hygiene) needs

 Contribute in the development, negotiation and management of contracts with service providers (including effective contribution in preparing tender documentation and evaluating capacity and quality of contractors).

 Supervise direct reporting staff, contractors and direct labour work teams.

 Liaise with other agencies/government bodies/control groups to ensure coordination and works suitability.

 Set up systems for cleaning and maintenance of water and sanitation infrastructure.

 Organising vector control and solid waste management activities including procurement, planning, reporting.

 Provide technical support to all vector control and solid waste management related activities

 Carryout water testing to randomly selected water collection points to check the level of free chlorine if it is at acceptable range of 0.2 – 0.5mg/l and advise Senior WASH Technician if an adjustment is necessary in case of lower or higher levels.

 Track health centres water borne diseases reported cases on monthly basis and when deemed necessary, and check presence of free chlorine from water collection points of reported locality and conduct bacteriological water analysis when there is no free chlorine.

Skills, Qualifications and Experience Requirements:

 Bachlor degree in engineering field with 2-3 years of experience in conducting assessment, designing, implementation, maintenance and monitoring of WASH including rehabilitaion of water supply system, water treatment, rehabilitation of sanitation infrastructure and vector control.

 Good computer skills (MS Word, Excel).

 Expeinece in monitoring and implementing WASH infrastructure through contractor will be considered an asset.

Other duties:

 The above duties will be prioritised by the manager in consultation with the post-holder. The post-holder may be asked to re-organise their work to help Concern respond to changes in type or extent of need. This would be done in a way consistent with the purposes of the post and in consultation with the post-holder.

 To support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment.

 To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6).

Relationship:

Represent Concern as requested in various meetings and forums with government, non-government organisations and other stakeholders; and strengthen relationships with them and other organisations

Internal: Finance, Programme and Systems

External: local government, other INGOs

Accountability:

Accountable as per above mentioned duties and Responsibilities. Ensure best value of money and facilitate process to improve accountability to beneficiaries and donors (Humanitarian Accountability Partnership, HAP) In carrying out the above duties, Concern Turkey approved procedures must be followed at all times
