EXPERIENCE AND SKILLS 5 years of overall experience in INGOs, at least 3 years at management level experience within a complex humanitarian setting Experience of working in remote field bases with limited infrastructure and amenities Proven skills in handling and advising on complex people management issues Strong communication (written and spoken), and interpersonal skills in Arabic and English Experience in working with and managing multicultural teams.
At least one year past experience of managing a team
Previous experience of program management, including multi sector programmes
Budget management experience
Security management experience in insecure environments
Field level representation with key stakeholders and co-ordination with other NGOs/UN
Strong influencing skills and experience in advocacy
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

As a member of the Core Management Team (CMT) the Field The Field Manager in his/her capacity will be accountable to the Head of Program Operations.The Field Manager will be the overall leader in the field office responsible for program operations management and implementation in the the field office. She/He will lead on all aspects of managing large field office including budget development and management, agency coordination and representation at field level. Oversee effeicent, effective oversight of program delivery as well as support service such as security, logistics, human resources/admindatration, finance, including management of multiple teams through the Support Services Coordinator and Arear Coordinators. The post holder will play a key role in building capacity at field level, and in the effective ORGale up and management of Org emergency programmes to increase impact and enable positive change for children.
The post-holder will ensure that all Org policies and procedures with respect to finance, human resoucres, admintration, logstics, child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are followed and applied in the field office The post holder will play a strategic role in the effective ORGale up and management of Org emergency and recovery programmes in NE Syria within the field office location to increase impact and enable positive change for children.
ORGOPE OF ROLE:
Reports to: Head of Program Operations- NES Area Office
Staff reporting to this post: Support Services Coordinator, Area Coordinators, Engineer with very close working relationship with the Technical Managers and Coordinators.
KEY AREAS OF ACCOUNTABILITY :
Lead in the management, design and implementation of programme and operational activities in a field office, effectively using the assistance of technical sector manager.
Have overall responsibility of the multiple grants in the field office, ensuring that programs, support services and reports are delivered according to ORG and donor contractual requirements, within the agreed timeORGale and budget.
Ensure effective award management is in place at field level to ensure that donor and ORG requirements are met
Lead / support on partner identification and assessments through the support sectors under guidance of Parnership Coordinator to identify partners for implementation in the field office.
Prepare and oversee programme implementation to ensure timely delivery of programme activities (for example, monitoring against log frames & BvAs, individual performance management work plans).
Support on recruitment , induction of new joiners and ensure that before staff start work they have gone through all the mandatpry tranings.
Develop and implement effective safety and security procedures for the office, with support from the Secuirty and safety Coordinators/Manager ensuring that specific field office documents are updated and revised every quater and that programmes are desgined and built around security considerations.
Oversee/manage logistics processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives within the field office as per the SoD.
Develop and implement participatory assessment to contribute to programme planning and MEAL processes
Manage and motivate field base staff to perform highly in their respective roles and responsibilities. This will include leading on staffing structure, recruitment, performance management and implementing staff welfare policy
Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
Representation & Advocacy & Organisational Learning:
Ensure that Org’s work is coordinated with efforts of other agencies and local authorties, and take a leadership role within the field office Coordination forums, ensuring the specific needs of children are being addressed.
Support multi-agency coordination at field office, and lend support to cluster where appropriate to identify opportunities and material to contribute to communications and media work, acting as a spokesperson when required.
Comply with Org policies and practice with respect to child guarding, code of conduct, Anti harrasement, fraud, health and safety, equal opportunities and other relevant policies and procedures.
Ensure the security, health and well-being of staff and that staff management and other processes and policies and systems reflect ORG ‘s principles of equity and fairness.
