الوصف الوظيفي:
The Fleet Supervisor is responsible for the SI’s fleet in the base: he optimizes its use, movements, supervises maintenance and monitors its consumption.
He/she is one of the guarantors for implementing and respecting Solidarités International fleet procedures and is responsible for filing and archiving logistics documents linked to fleet management.
III. Main responsibilities and tasks
- Management and monitoring of vehicle fleet and its movements – rented vehicles and SI vehicles
Participate and cooperate with the Tracking Officer on daily and weekly movement planning, support on preparation of road maps.
Organize the schedule of vehicle movements in collaboration with the deputy Logistics
Communicate with program and international staff on the status of their movements plan, queries and all other logistics issues in coordination with the Tracking Officer.
Prepare the movement plan with program and international staff – Manage the planning of movements between SI bases and facilities
Follow up individual travel, in application with the security guidelines
Find solutions for all queries and l other logistics issues with the cooperation of the Tracking Officer.
Prepare and support the preparation of the monthly fleet follow up with the Deputy Logistics Manager
Check that vehicle log books are in place and are used correctly on daily bases
Ensure that all fuel consumption and mileage data are monitored, consolidated, analyzed and reported for SI
Create and update the supplier forms relating to vehicles
- Drivers Management
Permanently ensure that all drivers have received general training and carry out regular testing
Ensure that drivers are aware of their obligation to adhere to Solidarités International safety rules and procedures
Ensure that all vehicles have accompanying administrative documents and that these are correctly filed and monitored
Review and monitor Solidarites’s vehicle control procedures e.g. logbooks, checklists are followed by drivers and ensure they are in place and are properly & accurately maintained according given instructions and agreements..
Cooperate with the Tracking Officer on vehicle movements; maintenance needs (in case) and driver follow up and assignment.
Follow up of the driver rooster and planning
Support the preparation and follow up of vehicle rental contracts and quotations
- Supply Management and Transport
Support the facilitation of the border crossing and the deliveries form Iraq to Syria and between bases,
Coordinate r the movement of supplies and their packing in SI fleet in link with the Storekeeper and the Supply Manager according to existing Solidarites International procedures
Support and follow up on payments to service providers in accordance with SI Financial and Logistics systems guidelines.
Ensure the vehicle and transport procedures are followed and understood
See that all documentations linked to fleet and the transport are complete and correct
Help in costs and contracts negotiations for vehicle rentals
- Fleet Repair and maintenance of SI vehicles and fleet
Supervise and carry out maintenance, upkeep and repair of vehicles
Assist in the planning and execution of maintenance and repair work on mission vehicles
Participate in drawing up mechanical assessments
Prevent misappropriation of petrol and spare parts (according the service contract conditions for rent of vehicles)
Before each repair, inform his/her line manager of the problem and of the diagnosis, and request approval
Follow up the cleanliness of the vehicle and fill out the maintenance frequency chart after servicing
In the case of external intervention, draw up a diagnosis, carry out any follow-up repairs, test the repaired material and recover any used parts
Inform his/her line manager of the progress and results of any work carried out and of parts to be replaced, and highlight any anomalies or problems encountered
Manage spare parts, tools, accessories and fuel inventories
Place orders for spare parts and fuel
- Safety and Security
Ensure that a complete breakdown kit and first aid kits are available on board of all vehicles.
Ensure that the administrative documents for all vehicles are available, filed and monitored.
Monitor the proper operation of all security and communication equipment in the vehicles
Ensure that a fuel safety stock is maintained at all times
Report all accidents to the line manager
Verify weather situation with the Deputy Logistics Manager 24 hours in advance before field trip. Effective communication have to be maintenance at all time while the vehicles in the fields.
Comply with safety and security guideline specified to vehicles.
Fully responsible for all passengers’ safety on board.
Report all accidents to the line manager according SI and SOP procedures.
