1. Scope of Work Summary:
The scope of this consultancy assignment is to assist INGO for implementation of CVE component of CAS project.
The camp populations in Northeast Syria (NES) constantly fluctuate, some residents seeking shelter in relatively stable Al-Hasakah to wait for the security situation to alleviate, while others only stay few days or weeks in route to Turkey. In Roj camp, refugees and internally displaced persons (IDPs) are suffering from over-crowdedness, restrictions on mobility, limited livelihood sources, shelter inadequacy due to the lack of weather insulation or extended use, and barriers to healthcare and education access, among others.
INGO will focus on helping camp populations in Roj camp to organize themselves to solve their own problems and work on empowering and motivating refugee and internally displaced women, girls, boys, and men to express their needs, have agency in their own interventions, and mobilize and engage them in the implementation of protection activities and in the maintenance of their camps. This will include hosted working groups and household visits to offer alternatives to extremist information as well as empowering at-risk communities to embrace diversity, coexistence, and tolerance amongst the various individuals who reside in these camps, thus helping foreign families and camp communities adjust and adapt.
The maximum capacity of the camp is 500 HHs, currently there are 471 families in the camp, the majority of the residents are foreign families with around 15% Iraqi asylum seekers and 6% Syrian IDPs. Located within an area of 88,220 square meters divided to 7 sectors and 28 blocks. The first time they arrived to Roj camp was in August 2017, and still the camp is receiving new families from different geographical areas.
3. Objective and Purpose of the Consultancy:
INGO intends to acquire the services of a short-term consultant, the scope of this consultancy is to design context specific modules/guides/materials for INGO filed staff, so they can interact and conduct sessions with members of foreign families to counter / neutralize the current indoctrination. Consultant will also conduct sessions with members of foreign families before and after designing the modules/materials and will train INGO staff on CVE/ deradicalization techniques.
For this assignment, the consultant will carry out a situational analysis, meet with foreign family members inside the camp and will share her/his workplan, outline of activities and scope of the same with CAS project manager.
4. Principal Duties & Responsibilities:
I. Have a meeting with INGO team at start of the consultancy, to understand the objectives, scope and deliverable of the assignment and to chalk out the work plan and the timeline of the assignment.
II. Conduct background reading, situational analysis and meeting with camp staff, camp administration and members of foreign families.
III. Develop modules /materials to be used by INGO staff for CVE/deradicalization sessions with members of ISIL families, conduct sessions with ISIL family members to counter current indoctrination and provide training to INGO staff to conduct the same sessions for rest of project period.
5. Specific Tasks of the Consultant:
Under the overall guidance of the Syria Programs Director, the consultant will accomplish the following, using his / her education and experience, knowledge and additional understanding gleaned from available resources:
Task 1: Project Initiation
The consultant shall participate in an initial kickoff meeting with INGO PD/PM to finalize the timeline for the proposed Scope of Work, review proposed plans to confirm understanding of the sequence and dependencies, understand activities undertaken to date by INGO and others related to same/similar theme(s).
Task 2: Review of Background Information & Context/situational analysis
Consultant shall conduct a background reading of documents relevant to assignment including but not limited to CAS project proposal and will visit camp and hold meetings with people identified during kickoff meeting to conduct situational analysis.
Task 3: Develop Module/Materials, Conduction Session and Training of Bluemont Staff
Using information collected during situational analysis Consultant will develop modules /materials to be used by INGO staff for CVE/deradicalization sessions with members of ISIL families. Consultant will conduct sessions with ISIL family members to counter current indoctrination and where possible INGO staff member(s) will observe these sessions. Consultant will provide training to INGO staff to conduct the same sessions for rest of the project period.
Task 4: Presentation & Brief Report
The consultants shall deliver a presentation and submit a brief report on overall assignment, activities done, accomplishments and recommendations.
The following are the key deliverables of this consultancy:
I. A brief work plan/inception report with 03 days of the commencement of the consultancy.
II. Modules/materials, Sessions with ISIL families and INGO staff training.
III. Presentation of accomplishments & recommendations
7. Consultant’s Qualifications
• Advanced university degree in a related field, preferably in peace and conflict studies or Human rights.
• At least 06 years of relevant experience.
• Good communication skills and fluency in English. Knowledge of Arabic/Kurdish and or French would be an added advantage.
• Willingness to travel to project locations inside NES.
8. Duty Station:
The duty station for this consultancy is Erbil, but travelling to NES would be required.
The consultant will report to Project manager.
10. Duration of the Assignment:
This assignment is planned to take place as per a start date of on or around January 2019, and end date of on or around March 31th 2019 (intermittent) hereto for a total of 6 weeks (30 working Days) LOE excluding travel days.
The consultant will work in line with the working schedule, chalked out by INGO nominee. The INGO Syria Programs Director or his nominee will sign the time sheet of the consultant.
