متطلبات العمل:

Strong knowledge of the contextual operating environment, relationship management skills, and an ability to identify strengths and weaknesses at an organisational level. Process based thinking and documentation and reporting skills are required to maximise the effectiveness of partnership processes. Solid networking skills are required to leverage knowledge and learning required for operation of programs in NES and to ensure up to date information sharing.

• Education to Degree level in a relevant subject

• Essential practical experience and/or contribution to organizational development with experience in partner management

• More than 2 years’ experience in not-profit organization in complex emergency environments, ideally in the Syrian context

• Excellent communication, writing and documentation skills

• Ability to organize and facilitate training sessions; develop capacity building frameworks and work plans

• Strong understanding and application of diversity principles

• Fluent in Arabic and Kurdish with high level of listening, writing and speaking in English

الوصف الوظيفي:

JOB SUMMARY

Develop relationships with existing and potential partners in line with strategic priorities and work with program specialists to enhance partner efficiency and effectiveness and support partners to build capacity in identified areas. Lead partner capacity building at the field office level and ensure partner portfolio is inclusive of a balanced pool of organizations from grass roots community-based organizations to established NGOs that cover all priority sectors and thematic areas in NES.

KEY RESPONSIBILITIES

Develop and maintain Partnership Approach and Systems:

Identify potential partners in NES to determine their strategic suitability; Organize and participate, with sub granting officer, in due diligence assessments and reporting that include analysis of mutual values, principles, governance, structure, accountability, compliance, safety and security and management systems; Lead bi-annual annual partnership reviews to assess the performance of current partners.

Manage Pool of Vetted Partner Organizations:

Maintain communication with all partners to ensure consistent relationships, up to date information, and ongoing professionalization; Facilitate call for proposal process for new funding opportunities for partner organizations and roll out an established standard proposal review and evaluation process for field office; Responsible for storage and updating of documentation for all vetted partners. This includes developing partnership database, prepare partner profiles and document due diligence and OCA assessments.

Establish Partner Performance Management System in Line with Country Office Partnership SOPs:

Develop sub-grant monitoring plans in consultation with budget holders and PDQ manager to ensure regular monitoring system established for all sub-grants; Facilitate the development and regular updating of capacity building work plans based on partner consultation and tailored to each partner’s needs; Facilitate 6 monthly partner performance reviews and adopt partner development plans to ensure they are appropriate and tailored to partner needs.

Lead Field Office Partnership Decision Making Committee and Represent Internal and External Partnership Working Groups:

Promote use of partnerships in new programming where relevant, identifying opportunities to include partners within proposal development or in modifications of existing programs, including selecting partners for new sub agreements and grants; Facilitate NES field office decision making committee for SGA partner selection as per SGA process; Facilitate regular meetings between Program and Support staff and partners to discuss the challenges, development and other major concerns that are affecting the partner.
