Generic professional competencies:

  • 2-3 years of prior security, access, and liaison-related work experience with an NGO
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in Arabic and English required

Context/ Specific skills, knowledge and experience:

  • University degree (or three years of relevant experience with high school degree)
  • Knowledge of security guard best practices
  • Extensive knowledge of Raqqa Governorate, to include tribal and local politics
  • Excellent communication and interpersonal skills; ability to represent ORG in a diplomatic fashion with governmental and community authorities

 

الوصف الوظيفي:

  1. Role and responsibilities

The Security and Liaison Education Officer (Area Office West) will be responsible for supporting ORG expanding education programming in Raqqa Governorate through the provision of professional security support. In particular, he/she will facilitate relations with local authorities, provide detailed contextual and risk analysis, assist staff with the implementation of operational security procedures, and ensure that all facilities abide by minimum ORG security standards.

Specific responsibilities

  1. Security Policy Implementation
  2. Implement ORG’s safety and security policies at area level
  3. Strictly adhere to the ORG Code of Conduct
  4. Assist in the implementation of minimum operating security standards and procedures
  5. Immediately report all breaches of safety and security procedures to security coordinator
  6. Assist in the conduct of security background investigations for potential ORG employees
  7. Assist in the development of area hibernation, relocation and evacuation (HRE) plan, area security plan, medical plan, fire safety plan and any other standard operating procedures (SOPs) as directed with by the security advisor
  8. Field Assessments
  9. Assist the security coordinator with field security and risk assessments for programmatic sites in Raqqa Governorate as requested by the education program manager and area program manager
  10. Maintain deep knowledge of security dynamics within Raqqa Governorate, to include tribal relations, community acceptance levels towards various conflict actors, insurgent activities, and any other trends that may impact humanitarian access
  11. Security Reporting and Liaison
  12. Capably represent the education program’s policy positions and interests during

engagements with local authorities

  1. Identify security trends of particular concern for education centers, schools and youth in North East Syria, to include mine and unexploded ordinance (UXO) risks in programmatic areas
  2. Develop a strong and diverse security network to obtain reliable and up to date information
  3. Assist in the production of regular security updates for ORG staff, with a focus on Raqqa

Governorate

  1. Maintain network of local NGO security professionals operating in the area
  2. Obtain movement and program approvals from HAO, Asayish, the Raqqa Civil Council (RCC), local councils, and Raqqa Internal Security Forces (RISF) when directed by the education

program or security advisor; develop productive relationships with key governmental stakeholders throughout Raqqa Governorate

  1. Monitor local news (video/internet) and social media for security developments; immediately provide updates to security advisor and education program manager
  2. Monitor weather conditions and update teac’bers, the education program manager, and

security staff of any impending weather events that could impact ORG operations

  1. Site Security
  2. Develop fire safety, medical, hibernation, and evacuation plans for all education facilities in Raqqa Governorate
  3. Participate in hiring panels for all incentive worker guards serving at education facilities
  4. Serve as the line manager for the guard force
  5. Manage administrative duties related to the guard force—including shift schedules and time sheets—and alert the security advisor and education program manager of any potential gaps in coverage
  6. Conduct routine inspections of guards and their facilities to ensure their adherence to SOPs
  7. Assist in the identification of MOSS/MORSS deficiencies for ORG facilities in Area Office-

West by conducting regular inspections, to include schools and education centers

  1. Conduct recurrent inspections of hibernation supplies and report any deficiencies
  2. Maintain all equipment related to the guards in a serviceable state and immediately report any faults, damage or unserviceability to the security advisor.
  3. Maintain up to date contact lists for guards.
  4. Current Operations
  5. Ensure that movement control is being conducted in accordance with security advisor guidance
  6. Assist the movement control assistant with maintaining location boards tracking ORG office staff and vehicles
  7. Perform Security Assistant-MOVCON duties while he is on leave or on travel
  8. Help the security staff disseminate urgent security updates to teams operating in the field
  9. Immediately respond as per ORG and area office SOPs in the event of a medical emergency. Immediately relay information to relevant parties involved in emergency actions as specified in SOPs.
  10. Liaise with (Country Office) operations room in the event that such an office is established.
  11. Security Training
  12. Ensure that education staff are fully prepared for contingency scenarios by delivering security training packages, to include training on first aid, hostile environment individual safety, visit planning, security awareness, communications gear, fire safety, security driver procedures, and guard requirements
