    Master’s degree in a relevant Humanitarian/Development field or Bachelor’s degree with commensurate work experience; technical experience in health, WASH, and/or education strongly preferred;

    Minimum of 5 years professional program implementation experience in conflict settings; including Program development and proposal writing experience;

    Excellent interpersonal, communication, public speaking, and strategic planning skills required;

    Fluency in English (spoken and written) and Arabic is required

    Ability and willingness to travel to Syria management office in Jordan;

    Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently;

    Excellent time management skills and resourcefulness with strong attention to detail.

Job Description:

Position Summary:

Reporting to the Syria Deputy Country Director (DCD), the hub team lead (HTL) oversees the implementation, coordination and administration of all aspects related to ongoing program activities in Syria including planning, organizing, staffing, leading, and ensuring quality implementation of program activities. The HTL will be overall in-charge and leader at the hub level and is responsible for day to day management of functions and overall management of all Syria related staff.

Essential Position Responsibilities and Duties:

Strategic

    Keep abreast with the on-going conflict dynamics in the area of operations and provide feedback to DCD and Syria CD for in depth analysis of humanitarian context and trends

    Identify key gaps in service provisions in the area of operations and point out challenges in implementation of ongoing projects to relevant departments.

    Contribute to the Syria mission strategic planning process by advising on any changes in the context, new program development needs and ideas for program growth inside Syria.

    Facilitate and manage the implementation of program guidelines and standards, policies and procedures as defined by the Syria SMT.

    Provide overall leadership and direction to team in the relevant hub on defining the mission strategy and achieving agreed targets and long-term strategic objectives.

    Identify and evaluate potential risks and possible threats associated with program activities and communicate with the Syria DCD and other relevant departments for defining appropriate course of action for mitigating and addressing the risks.

    Check in and coordinate with SMT in order to ensure that Hub program and staff are in compliant with registration and management of the host country.

Program Management and Development

    Provide day to day oversight and management support to implementation of projects from the relevant hub.

    Effectively manage hub based programs and various operations departments.

    Ensure that program activities comply with all donor and relevant hub’s legislation and professional standards.

    Oversee program-related staffing, security and financial needs per the program budgets, advising and course-correcting where needed through communication to the Deputy Country Director and relevant Syria leads.

    Contribute to program development efforts by providing necessary inputs for good quality proposals, budgets and needs assessments etc.

    Ensure hub based HR teams are on track in staff recruitment processes and orientation as per agreed schedules.

    Ensure program team staffing is balanced, effective and sufficient in the relevant hub.

    Ensure that hub staff are compliant with relevant HR policies including punctuality, productivity and principles of a professional work environment within the program team.

Capacity building

    Provide capacity building to program managers and other department leads within the relevant hub. Focus on key capacity building areas such as management, leadership, work plan development, project cycle management etc.

    Develop overall staff competency through leadership, mentoring and coaching to program and technical departments.

    Conduct regular performance appraisals and annual performance reviews of program managers and hub based technical and operational department leads

Budget and Financial Management

    In coordination with hub based finance and program teams, ensure program implementation and budget use is in compliance with grant requirements per relevant donors. Report any deviations from spending projection/plans to DCD and Syria finance manager.

    Ensure timely and constant monitoring of the project spend-down plans, review BVAs in coordination with relevant hub based team and take lead on project modifications and no cost/ cost extensions in coordination with and guidance from Syria SMT.

Monitoring, Evaluation and Reporting

    Ensure that appropriate M&E mechanism is in place in the relevant hub and that the needed data and information is collected on regular basis.

    Ensure that hub based M&E and program staff are preparation and submitting technical and program reports as per the grant agreement;

    In coordination with DCD and grants manager, ensure regular reporting to donors on progress of project implementation (as per reporting calendar agreed).

    In close collaboration with the Monitoring and Evaluation Manager, lead the hub based M&E team to develop a program evaluation framework to assess the strengths of the program and to identify and implement action plans regarding areas for improvement.

    In collaboration with the program manager/team, ensure that activities are on track and all M&E tools are in place and provide feedback to program team.

Coordination and Partnership

    In-country representation of RI to donors, INGO forum for Syria operations and other relevant hub based coordination.

    Ensure that relevant hub based program and technical leads are participating in the cluster system and relevant working group meeting and regular presenting RI’s progress in such fora.

    Conduct stakeholder mapping to identify local NGO/partners for potential coordination.
