Job Requirements:        

To be successful in this role you must have:

Required Qualifications:

  • University Degree/ diploma in any relevant field (Administration, Secretary, communication, literature …etc).
  • At least 6 months experience in a similar position.
  • Previous experience among a coordination team / working with various stakeholders
  • Computer literate; proficiency use of Excel, Word, Outlook
  • Excellent written and spoken English and Arabic.
  • Good interpersonal and communication skills
  • Diplomat, able to work collaboratively in a team, interpersonal / intercultural skills
  • Organizational skills, Proactivity / Reactivity / Flexibility, Ability to deal with priorities
  • Ability to work under pressure

Desired Qualifications

  • Previous experience in INGOs is a strong asset.
  • Good knowledge in Kurdish is a strong asset

Job Description:

About the job

Based in Amuda, Al-Hasakeh governorate, Syria, with movements within NES Mission and under the line management of the Field HR Coordinator, the Liaison Assistant will be responsible to provide adequate support to the North East Syrian Hub mission for the implementation of humanitarian program, in the respect of the Organization procedures and donors requirements. As such, he will be responsible for:

 Liaison with Iraq Mission for goods and people cross bordering

 The Organization Focal point for Semalka Border

 International, inter bases, Movements of people management;

 NES Focal point for briefings planning on arrival.

 Focal point for Field HR Co on representation with Local Authorities, and getting approval

 Support to Field HR Co, on verbal and formal documents translation

 All other issues on request of the line manager

Duties and Responsibilities

  1. Liaison Management:
  2. Focal point with Iraq Mission for movements:

 Make sure to follow and to organize with Iraq Mission all movements of equipment and expats between Iraq and NES

 Prepare the requested letters for border crossing authorizations and send them to Iraq

 Link closely with Iraq to follow all border crossing authorizations for expats or equipment

  1. Focal point for Semalka border for authorizations:

 Prepare authorization letter for border crossing and send it to Semalka Border

 Follow-up NES authorization letters

 Inform the Seamlka border 24 hours prior to the NES-Iraq travel

 Act as direct focal point with the Semalka border

  1. Focal point for equipment crossing with expats:

 Link closely with NES HUB supply team and IT officer in case of border crossing of equipment coming with Expats

 Link closely with Iraqi Log Team to follow up equipment crossing with Expats

  1. Focal point with NES local Authorities:

 Represent the Organization NES Hub with local authorities for authorization and approvals

 Meet alongside Field HR Co when meeting with Local authorities

 Provide direct translation (Arabic, Kurdish, English) to Field HR Co

 Provide formal written translation (Arabic, Kurdish, English) to Field HR Co

  1. Movement Management:
  2. Inter Mission Movement:

 Act as focal point for NES Hub movements requests

 Responsible to update the NES movement plan and share with Iraq and Syrian coordination.

 Responsible to send a weekly update to Log Iraq & Syrian coordination for the upcoming movements or any change of plans.

 Responsible for preparing the travel forms for the hotel bookings for Erbil in case of multiple visitors.

  1. Arrivals on mission

 Act as focal point for all the inbound and out bound air movements.

 Responsible to make sure that new arrivals are well planned and all the needed documentation (Mission order, the Organization IDs, Security envelope, etc.) are in place.

 Responsible for the KRG visa arrangements in liaise with HR Iraq.

 Responsible for the KRG residency planning and follow up with HR Iraq.

 Support the Field HR Coordinator for all cross border movement regarding authorization letters.

 Responsible to liaise with the entire departments to plan the briefings on arrival.

 Responsible to liaise with Log Iraq for Airport pick up movements.

 Focal person to liaise and plan the briefings for all the new arrivals / visitors.

  1. Departure from mission

 Responsible to make sure that all the departures are well planned.

 Responsible to Inform Semlka border about the departures.

 Responsible for the accommodation planning at Erbil and follow up with Log/HR Iraq.

 Responsible to liaise with Log Iraq for the airport Pick & drop movements.

  1. Reporting :

 Ensure the reporting of all movements to the Field HR Co (authorization letters,…).

 Responsible for updating and sharing the Hub’s newsletter.

 Any other duties related to liaison management and upon the request of Line Manager

 Responsible to update and share the HUB contact list.

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager
