  • Computer skills (MS Office pack; Good Excel Skills)
  • Reliable, committed, easy-going, team player with the ability to function well independently

Desirable

  • University degree in relevant field.
  • Experience in working in the humanitarian sector.

Job Description:

Cash Payments

  • Perform detailed review of back-up documentation for Kobani office to ensure presence and accuracy of all required supporting documentation and relevant authorisations before processing payment.
  • In a timely manner, ensure payments are being made to suppliers in accordance with Concerns financial policies and procedures.
  • Maintain cashbook up-to-date and accurately on an ongoing basis.
  • Ensure existing physical and technical control procedures are in being implemented.
  • Ensure all correct procedures, including authorisation and holding limits, with respect to floats are being adhered to in Kobani office.
  • Ensure cash counts are being performed on a weekly and monthly basis in Kobani office.
  • Ensure relevant hardcopy and soft copy files are appropriately maintained.
  • Liases with Syria Finance Manager to discuss and resolve any issues as required.

Hawala Payments

  • For Syria procurements, collate payment files, performing detailed review of back-up documentation to ensure presence and accuracy of all required supporting documentation and relevant authorisations before processing payment.
  • Ensure verified payments files are shared with the appropriate party in a timely manner.
  • For Duhok procurements, maintain tracking sheet to ensure we are aware the the payments expect to be made in Kobani via Hawala.
  • Act as a primary liason with Suppliers to ensure they can travel to the Hawala agent to collect payment at the appropriate time.
  • Act as a primary liaison with the local Hawala agents
  • Witness and verify all Hawala payments in Kobani.
  • Ensure all procedures and controls around Hawala payment process are being followed in Kobani office.
  • Ensure relevant hardcopy and soft copy files are appropriately maintained.
  • Liases with Syria Finance Manager to discuss and resolve any issues as required.

General

  • Ensure that the appropriate finance procedures are set up and operational in Kobani office (e.g. Hawala payments, cash movements, back-up check, authority levels, coding, payments, filing, floats etc).
  • Provide support and training to non-finance staff in Kobani office in relation to the finance aspects of their day-to-day duties, and be the first party to whom they will refer queries in this regard, to increase their capacities and look to seek continuous improvement in the standards of financial management within Syria.
  • Liaise with Syria Finance Manager to provide training and induction to Syria programme and support staff in Concern’s financial procedures and policies.
  • Manager the collection of national staff timesheets for Kobani before submission to Finance Manager.
  • Act as finance party on procurement committees taking place in Kobani.
  • Cooperate with Logistics Officers/Assistants ensure regular physical stock counts (monthly) reconciling physical stocks with stock cards and/or stationery lists according to existing Concern logistics procedures.
  • Support Concern’s work in Iraq and Syria by undertaking other tasks as directed by the Finance Manager, Country Director or Country Financial Controller.
  • Be aware of, understand and comply with all of Concern’s policies and procedures (Code of Conduct finance, logistics, HR, security management etc).
  • Undertake other related duties as may reasonably be assigned by the Country Director, Country Financial Controller or Syria Finance Manager.
