Under the supervision of the WASH Project Manager, the WASH Officer’s responsibilities include:
- Program implementation:
1.1. Initiate technical assessments in informal IDP settlements, collective centers and amongst vulnerable host community to determine WASH needs, gaps in the provision of water supply and propose solutions
1.2. Assess available water sources and/or design new water systems to ensure water quality and sufficient access amongst IDP and host community populations, meeting SPHERE standards at all stages
1.3. Organize the planning, establishment and day-to-day management of water trucking systems in targeted areas, ensuring professional and safe conduct by ACTED staff and trucking contractors at all times
1.4. Establish and supervise a wide-scale water trucking system in targeted areas, ensuring the proper and regular operation of the system and the safe, regular and well-documented delivery of water to vulnerable families.
1.5. Ensure that the chlorination process in being implemented in systematic manner and that water tests are conducted properly; assess the quality of water at all stages, including source-level, truck-level and household-level to ensure the quality of water provision
1.6. Design and implement a sustainable handover/scale-down plan for communities at the end of the intervention
1.7. Develop Bills of Quantities for various procurement orders
1.8. Supervise WASH Assistants and water quality monitors, ensuring that ACTED’s code of conduct is understood among ACTED’s field staff and respected. Supervise contractors to ensure they fulfill their contractual obligations and conduct themselves in an appropriate manner amongst beneficiary communities
1.9. Design IEC and hygiene promotion materials, work closely with the ACTED Community Mobilization team to conduct effective hygiene campaigns in area of intervention; work closely with the ACTED Distribution team to manage the distribution of items such as jerry cans, hygiene kits and aquatabs
2.1. Monitor the security situation in targeted area; work closely ACTED’s Humanitarian Access and Program Security Manager to ensure the safety of both ACTED staff and beneficiaries
2.2. Liaise with local authorities and communities to ensure the project and ACTED’s humanitarian principles are understood, and make any necessary arrangements to accommodate beneficiaries with special needs
2.3. Ensure timely departure and return from the field: this includes leaving to the field with all necessary documents and materials to complete a successful workday
2.4. Ensure that all ACTED Security SOPs are followed by the WASH team; work closely with ACTED’s HAPS Manager and Senior Security Officer to further adapt the SOPs as needed
- Reporting & HR
3.1. Prepare daily/weekly plans for water trucking including beneficiary numbers, precise GPS coordinates of distribution locations and water filing points, and plans for monitoring
3.2. Ensure the proper documentation for the water trucking is correctly filled, filed and reported; supervise the accurate filing of all processed documents, water trucking reports, log books, and consolidate on a monthly level key project documents in the office for both FLAT and Program Departments.
3.3. Ensure that up-to-date files and beneficiary lists are maintained, both electronically and in paper form;
3.4. Ensure that WASH Assistants are implementing the entire cycle of activities according to the SOPs defined by ACTED
