Job Requirements:        

  • Civil, Structural and/or Electrical engineer.
  • Minimum of 4-5 years of experience in this field, previous similar experience in an NGO is an advantage.
  • Previous experience in implementation engineering activities.
  • Excellent reporting skills including computer skills in Microsoft Office, specifically Microsoft Word, Microsoft Excel, and Google earth.
  • Excellent skills in designing on AutoCAD.
  • Have good command over project management and implementation skills, strong decision making, judgment and motivational skills
  • Ability to learn new systems quickly and effectively
  • Organized and flexible, ability to respond to changing priorities
  • Fluency in Arabic, knowledge of Kurdish is a plus
  • Understanding of English will be appreciated
  • Flexible and creative approach with a proven ability to resolve issues and identify solutions
  • Demonstrable high level of interpersonal skills and patience
  • Excellent organizational skills and accuracy
  • Impartiality, objectivity and confidentiality
  • Ability to travel locally and regionally, if necessary.

Job Description:

General responsibilities

  1. Support projects regarding the rehabilitation of agricultural assets and the implementation of shelter (both emergency and individual shelter rehabilitations).
  2. Provide overall technical assistance to ACTED construction projects, from their planning to their implementation and monitoring.
  3. Work with the Senior Shelter/Rehabilitation Officer and Project Manager to ensure a proper documentation and evidence base.
  4. Work proactively to ensure that the activities are responsive and relevant to the community needs, identifying and managing risks and initiating corrective action where necessary, so that maximum benefit to client and stakeholders is achieved.
  5. Support shelter and agricultural asset need assessments in host communities, assessing level of damage and secondary threats in the area of intervention and supporting the selection of sites based on programmatic and vulnerability criteria.
  6. Support the development of timelines for rehabilitation, and assist in the day to day supervision of contractors and daily laborers to achieve timely and quality rehabilitations.
  7. Demonstrates proactivity, suggesting ways to better support and enhance ACTED’s rehabilitation activities.
  8. Advise on repair priorities as in-line with program goals and protection mandates.
  9. Identify works required and prepare designs and cost estimates, ensuring that all technical input and cost estimates are accurate and timely.
  10. Supervise work by contractors and/or direct implementation, ensuring contractors work in compliance with technical specifications and adhere to high standards of quality.
  11. Coordinate with Senior Shelter/Rehabilitation Officer, Program Officer, Logistics and Finance teams to ensure required activities are conducting in a timely manner, working especially close with Logistics to ensure the transparent and timely procurement of all shelter-related services.
  12. Ensure a sound handing over of facilities to project beneficiaries.
  13. b) Reporting
  14. Prepare weekly and monthly progress reports and maintain the relevant project records.
  15. Collect, organize and share photos of program implementation; categorize before- and after-photos of shelter rehabilitations to support ACTED’s evidence base and measurement of impact.
  16. Supports the Senior Shelter/Rehabilitation Officer on ensuring the follow up of the project indicators.
  17. Compiles any relevant paperwork (e.g. technical evaluations, BoQs, Completion documentation, before and after photos) and shares with Senior Shelter/Rehabilitation Officer in a clear and consistent manager.
  18. Participates in training and debrief sessions with the rehabilitation/shelter team after key activities, contributes to the discussion, and supports the production of activity-specific reports on an ad hoc basis as requested by Project Manager and Senior Shelter/Rehabilitation Officer.
  19. c) Technical Tasks
  20. Supports the technical team within the area, providing support in preparing BoQs, designs, and the supervision of civil and structural works.
  21. Oversee the safe, quality and durable rehabilitation of buildings, ensuring that high safety standards are adhered to for ACTED and contractor staff, and that the final rehabilitation is secure for the beneficiaries.
  22. Provide required information to relevant parties as dictated by contract and procedures. Identify best practices and lessons learned.
  23. Flag any issues requiring attention to the Senior Shelter Officer, working with them to adapt activity tools such as BoQs, scope of work documents, MoUs, work plans, needs assessments etc. if needed.
  24. Support the Senior Shelter/Rehabilitation Officer in conducting needs assessments of agricultural assets and/or shelter in potential areas of intervention in order to identify sites and develop ACTED’s knowledge of the needs in North East.
  25. Support the development of training materials for the teams across North East to support the safe and durable rehabilitations.
  26. Calculation of quantities, prepare survey book for implementation items regularly.
  27. Prepare drawings needed for shelter program.
  28. d) Administration and Other Tasks
  29. Maintain an efficient, organized system of paperwork, database management and reporting for field work.
  30. Ensure timely departure and return from the field: this includes leaving to the field with all necessary documents and materials to complete a successful workday.
  31. Monitor the quality of work done by contractors under and their adherence to ACTED internal policies.
  32. To perform other duties as requested by the Senior Shelter/Rehabilitation Officer
